Impact of new emission rules

New emission rules for gas turbines have been set up by the European Union. Each member state has to fill in the new rules for themselves applying to the European ruleset. We try to determine the impact of the new rules and will advice the Dutch legislator how to implement them in the Netherlands. We will also make our members aware of the new rules and the possible impact on their equipment.

The status of this project is that the Dutch Goverment is preparing rules on emission.

The most important statement made by the expert is the Dutch Government will transfer the European legislation (EID) “as is” into Dutch legislation. All other member states of the Union are expected to do so. This complies to gas turbines producing >50 MW thermal power.

All new rules and regulations will be put in a document called BREF. This document will contain a section called BAT (Best Available Techniques, last update now is from 2006). This document is planned to be ready in 2014 or 2015. Operators then get 4 years to comply with the new standards.

For gas turbines with a thermal output < 50 MW there are  new rules and regulations under construction. This regulations will only be effective in the Netherlands. The two former documents BEMS and Base A will be replaced for BARIM (activiteitenbesluit). We are putting effort right now in getting a draft version of this document.

Planning is to have the BARIM ready in 2103, rules will be effective in 2016/2017.

Unless all this new legislations local governments (gemeentes, provincies) are still in title to set there own (more strict) rules. This is expected to be done by the local governance in the Rijnmond area. Those local rules can be challenged in court.
